of on autopilot, as this c.r. you talked about. can you talk about why this process broke down and do you plan to maybe take a couple bills, particularly for the pentagon or the veterans administration and try to at least move them in concert with this continuing resolution? >> well, the house, on my committee, approved all 12 bills, and we sent seven of them to the floor of the house which passed. but in the meantime, the senate just did nothing. and finally, because we had a lack of floor time on the house side, leadership said, since the senate is not going to act on any bills, why do we waste time passing them on the house side? so the breakdown occurred because the senate simply refused to do anything. consequently, we headed into a c.r., continuing resolution, which continues last year's funding at that level for the rest of this year, which is a bad way to do business. we had, as i said, seven of the 12 bills pass through the house, and they were ready for action with the senate but they simply did nothing. we have got to have a budget resolution on the house side that agrees with the s

you are hearing out there with c.r.'s. but we are going to have huge problems with national defense in terms of readiness and in terms of where we want to be. but it's just not sequestration but the cuts that have already taken place. the administration moved our land-based missile defense systems from europe and put them on the back of the navy and gave the navy no additional resources. one of the cuts we are going to see is availability to do d.m.v. upgrades and we are going to have a gap. in terms of shifts in our overall shipbuilding plan, it is seven months instead of six months. that is huge and that is without sequestration. by 2020, we will be outmanned in submarines by the chinese. none of those are good pictures. what we are hoping in addition to sequestration, we will be looking in addition to the cuts that vr already been taken, what can we afford in defense, but the second question, what's the risk to the united states of america by not supplying these resources. and there's no way to pause or rewind or do anything else. we don't have v.c.r.'s at that point. so basically the networks at that point had people captive if they were going to watch something, they basically had very few options. so they developed a philosophy that this guy paul klein dubbeded the theory of least objectionable programming. he was saying somebody who put stuff on the air that what he was trying to do was make sure whatever he was putting on was the least objectionable and that would keep him at his 30% share of the market. so this is a quote from a speech that he gave. this is an amazingly evil speech i think. we all start equally, all three networks. then we can add to that by our competitors' failure. they become objectionable so people turn to us if we're less objectionable. or we could lose audience by inserting little tricks that cause the loss of an audience. thought that's tune out. education. tune out. definitely tune out. mello drama is good. a little tear here and there, a little morality tale. that's good positive. least objectionable. it's my job to kee

is that we've had for the last five months and the threat of the pentagon having for another month, the c.r. a c.r. is snapshot of last year's budget bill aflied this year. last year we completed a ship. to merely replicate the same budget from last year and say we're extending the c.r. is wasteful. doesn't make any sense whatsoever. the pentagon's fiscal year 2012 budget is a lot different than what they need in 2013, particular any readiness funding. and when we hear the pentagon tell us, you know, the first thing we have to do is cut back in ready in let's translate that into language that average people would appreciate. right up there is a door to the gallery in the senate carriages and a few years ago i had a nephew of mine with a summer job working that door named michael and i mike michael a lot. the reason he worked that job for a few weeks is he'd just enis willed in the armet. we wanted to give him a few bucks before he took o he is a great kirks big smile on his face and off he went. he became part of the mountain corps out of fort drum, the mountain division out of fort drum. t

.y. 2013 appropriations bill. unfortunately, we have no f.y. 2013 appropriations bill. we got a c.r., but we've been operating at least in these first months based on a spend rate that is in line with what we thought we were going to get for f.y. 2013. if sequester hits on march 1, and then if we get a c.r. as opposed to getting an appropriations bill, then we're going to be obligated, as you know, to take out almost $46 billion-plus out of our budget. and that would have to take place in the remaining months of this fiscal year. if we protect the war fighters, we protect those in afghanistan, if we protect some of our critical deployments, we're looking at having to take most of that, as i said, out of readiness. so what we're trying to do is to slow down that rate of spending that's going on so it will not require as deep a dive as we're going to have to have in readiness. so what we're doing, and what i urged the chairman and the service chiefs is to take steps to try to implement savings now. we've implemented a freeze on hiring. we've implemented a freeze on temporary hires. we
